Here’s the simplest working blueprint for AlmaLinux 9 + XFS + CWP to enable quotas (the exact “just do these steps” version).1) Confirm filesystem is XFS
findmnt -no SOURCE,FSTYPE,OPTIONS /

xfs
)2) Enable quotas in fstab (root filesystem)Edit:
nano /etc/fstab
Set the
/
line to ONE of these:Recommended (UUID):
UUID=<YOUR_ROOT_UUID> / xfs defaults,uquota,gquota,prjquota 0 0
Or:
/dev/sda4 / xfs defaults,uquota,gquota,prjquota 0 0
Save, then:
systemctl daemon-reload
3) Add rootflags to boot entries (the EL9-safe method)
grubby --update-kernel=ALL --args="rootflags=uquota,gquota,prjquota"
4) Reboot
reboot
5) Verify quotas are ON
cat /proc/cmdline | tr ' ' '\n' | grep -i rootflags
findmnt -no SOURCE,FSTYPE,OPTIONS /
timeout 5 xfs_quota -x -c 'state' /
You want: 
  • rootflags=uquota,gquota,prjquota
    present
  • mount options show quota flags (no
    noquota
    )
  • Accounting: ON
    and
    Enforcement: ON
6) Sync CWP quota accounting
/scripts/fixquotas
